The Street Works UK (SWUK) Material Classification Protocol, effective October 1 2025, is a new framework for managing all excavated waste from utility street works under 10 days in duration, replacing all prior Regulatory Position Statements RPS 298 and RPS211. It takes a risk-based approach, through desk and site-based assessments to identify potential contaminants which enables waste to be classified as either hazardous or non-hazardous, and moved from site once classified. The protocol also requires proper waste segregation, UKAS lab testing of a percentage of sites to monitor compliance, and quarterly reporting of results to SWUK and the Environment Agency.
